Bio-IT World announced the winners of its eighth Best Practices Awards competition this morning in a plenary session at the 2012 Bio-IT World Conference & Expo in Boston.

Grand Prize winners from five life sciences awards categories included entries from three big pharma companies?Merck, Pfizer, and Merck KGaA (Germany)?and two genomics organizations, BGI Shenzhen and the University of Utah/Omicia.

In addition, the Judges? Prize was awarded to Bristol-Myer Squibb, while the Editors? Choice Award was given to Elizabeth Worthey & her colleagues at the Medical College of Wisconsin for the Carpe Novo clinical genome analysis platform.

The judges rated entries on several criteria, including innovation, importance, return on investment and likely industry impact, seeking stories that spotlighted the practical and positive deployment of novel technologies in academic, medical or commercial organizations. Efforts to create a new community engagement platform for the City of Joplin, Mo., still rebuilding from one of the deadliest tornadoes in U.S. history, gained another supporter today when Steve Ressler, founder of GovLoop.com, agreed to be a judge for the Joplin Hackathon.

Sponsored by government website developer CivicPlus, the April 27 ? 29, 2012 Hackathon will bring together developers and designers across the nation to create new website technology and design features focused on community engagement and emergency management. The result will be a new official government website for the City of Joplin, and a citizen engagement model for cities and counties around the world.

CivicPlus today also announced the extension of the deadline for team applications to April 6, 2012 and increased its financial commitment to the event by offering prizes and incentives to qualifying teams of up to five individuals. Interested teams can apply at http://www.joplinhackathon.com. CivicPlus and the City of Joplin will pre-qualify teams and notify them of acceptance by Monday, April 9.

Teams selected to participate in this one-of?a-kind event, held in Joplin?s City Hall, will receive two nights free lodging at the Joplin Holiday Inn ? up to two rooms per team ? as well as individual travel and meal stipends of $ 50 per person per day.

In addition to covering team member expenses, CivicPlus is offering $ 1,000 prizes to winning teams and $ 250 prizes to second place teams in three categories ? best design, best community engagement functionality and best emergency management functionality.

The first of five judges slated to review the work of Hackathon participants, Steve Ressler is founder and president of GovLoop.com, the “Facebook for Government” that connects and fosters collaboration among more than 55,000 members of the government community. On GovLoop, members use social media such as blogs, videos, and forums to discuss best practices and share ideas on improving government. Ressler is a recipient of the 2010 GovTech Top 25 Doers, Dreamers and Drivers Award, the 2007 and 2009 Federal 100 Award and the 2009 AFCEA Bethesda Social Media Award.

?We appreciate the generosity of developers who already have volunteered their time and talents to help the City of Joplin and its residents rebuild,? said Ward Morgan, founder and CEO of CivicPlus. ?We want to make it as easy as possible for them and others interested in participating in the Hackathon to get to Joplin, stay in Joplin and explore all the City has to offer. The Joplin Hackathon will begin with registration and a kick-off celebration at 5 p.m. on Friday, April 27. The competition will close at 2:00 p.m. on Sunday, April 29 with judging and awards following.

City residents and business owners also are encouraged to submit ideas on what they would like to see in the City?s new website. Ideas and digital photos may be posted on the Joplin Hackathon website at http://www.joplinhackathon.com.

In addition to the design and functionality created during the Hackathon, CivicPlus will donate its CivicPlus Premium Website Package, which includes ongoing best-practice training, 24/7 support, and a waiver of annual maintenance, support and hosting fees for as long as the City and CivicPlus remain in partnership.

The new website is expected to launch the week before the one-year anniversary of the tornado when the eyes of the nation will be on Joplin as residents remember and honor the victims and heroes of this tragedy.

We all know the hazards of distracted driving, but what about distracted traveling? Tourists who don?t pay attention to their surroundings are not (typically) in danger of getting a ticket, but they may well pay a ?fine? by losing their luggage, their money, or both. Discount travel expert Lets Fly Cheaper (LFC) that is specialized in cheap business class flights has compiled a database of the most ?popular? travel scams being perpetrated in the US and abroad. As part of its mission to help the public travel smarter as well as cheaper, LFC is publishing the worst scams. The common elements in today?s scams-to-avoid-by-remaining-alert are luggage and cash.

Scam #1: Vegas Cabbies in a Hurry with Your Bags

People go to Vegas to gamble. But far too often, they?re rolling the dice with their luggage before even setting foot in a casino. Sin City’s cabdrivers may appear to be friendly and helpful. But they?re notorious for stealing luggage. One common Las Vegas scam involves the cabbie who insists on unloading your bags, either at your hotel or the airport. He says he’s in a rush. You?re distracted with the grandeur of the hotel, or counting your change from the cab ride, or otherwise simply not paying attention. Before you know it, the cabbie slams the trunk and speeds away. As he squeals the tires onto the strip, you notice ? too late ? that one of your bags is missing.

Solution: Note the cabdriver’s name, cab number and company when you get in. That way, if anything should happen, you have recourse.

Scam #2: The Trojan Horse Hollow Bag Grab

Tour guide Ann Lombardi of the Trip Chicks recently watched a schemer in the Frankfurt Germany train station perform the classic ?hollow suitcase with rollers and frame trick,? which Lombardi says works thusly: ?A distracted tourist takes his eyes off his bag for just a second. Behind the tourist lurks a guy with an enormous suitcase. In a flash, the thief lifts the enormous hollow luggage, puts it over the tourist’s bag, and calmly wheels away the Trojan Horse with his prized catch inside.?

But this is hardly the most common way thieves can make off with travelers? luggage. That?s done with the old fashioned snatch & grab. There?s a reason airports and train stations post signs advising travelers to keep close tabs on their belongings.

Solution: Avoid such schemers by always protecting your luggage between your legs while in crowded transportation areas.

Scam #3: The Slow Count and Other Money Changing “Errors”

Most tourists are unfamiliar and even uncomfortable with foreign currency. Even those who pride themselves on being good with money can get flustered by local currency conversion. And guess what: local con artists use your lack of confidence to their own advantage!

For example, as soon as you arrive at your travel destination, you’ll want to change your money over to the local currency. You may notice people on the street or in the airport offering excellent conversion rates ?- much better than the hotel or local bureau. This is done oh-so discreetly and subtly, making you believe you might actually have picked the place yourself. At the end, you might offer to pay for the tea. More likely, you?ll find the girls are gone when the bill appears. In any case, the tea turns out to be extremely expensive ?- anywhere from $ 75 to $ 200. And yes, the girls are in on this, no matter how cute and friendly they might appear.

Solution: Decline any offer from anyone approaching you around Tiananmen or Wangfujing. Nipping it in the bud is the best way to avoid this scam. Insisting on seeing a printed menu with posted food/beverage prices up front is another safeguard. But if do find yourself confronting an outrageous bill, the best thing to do is scoff, laugh, and threaten to call the police. Modesty and politeness will only make things worse.
